Residential flat converted into Clinic Issue

Residential flat converted into Clinic: Hi, I am living in Chennai in an apartment building that carries 6 flats in total. In the 1st floor of the building, one has purchased a flat from Bank auction and started working on all wood works/paint works disturbing neighbours with sounds/noises for the past couple of months. But that's not a major problem for us now, because it appears the person is converting that flat into an ayurvedic clinic and setups are happening accordingly. Meanwhile, He initially told us that going to come with their family and stay. Now, this flat is in conversion into full clinic premise without informing us and no such communication made to other flat owners. Finally, He may have obtained to run this business but we are not sure.As of now clinic have not started yet so can't image how much nuisance it is going to create. I would like to check with you is the permissible of residential flat conversion into full/part time clinic with the other 5 flats having residents in the same building. Is this legal or any action can be taken or complaint can be lodged by us?
