TNRERA complaint for getting remedy for financial loss and mental ill

I purchased the villa from a housing project, Nedungundrum Chennai, in March 2019 and subsequently registered the land in July 2019. As agreed, the villa must be handed over in 18 months about January 2021. But I received handing over notification in May 2022 after 34 months. I tried to negotiate with the builder for some payment offset for delayed handover, but they didn't agree with it. Finally, I requested for a RERA extension letter for delayed construction, but they were unable to furnish it too.

Wanted to take handover for smooth relationship with the builder

During the negotiation process, I explained to them how much money I spent unnecessarily in terms of EMI for delayed construction. But the builder didn’t take consideration. Finally I took the handover in June 10 2022 as I was already scheduled for housewarming on 13th June 2022. Though many issues are there I wanted to take handover for smooth relationship with the builder. However, from day1 we were facing a water shortage issue and the motor was pumping out no water. Later it is learnt that the motor doesn't have any issue, but issue is with bore-well. The bore-well was dried out and the Builder agreed to re-boring or new bore-well when I met their officials at site.

After a few days, they changed their stand and informed that it is residents responsibility as handover taken. I have faced a lot of issues with this builder from day 1 and due to their poor service. Moreover, I have suffered a lot financially and mentally.
