Sir, am an animal welfare activist in association with Self-help NGO in pondicherry. my concern is, in spite of several animal welfares acts still torturing of animals such as Dogs are high now a days .very meagre penalty and sentences people never bothered to harass such poor souls .in this context we need very and very severe laws to be enacted to protect those poor souls. my question and demand are that is it possible to file a PIL in Madras High court to seek a direction from the court to the Central Government to amend sec 302 with existing animal law so as to sentence the wilful offenders' capital punishment ??
