How to get a good standing certificate ?.

My daughter applied for a good standing certificate in the Tamil Nadu Nurses and Midwives council, but they are not giving the report to CGFNS to the prescribed format sheet saying the reason She is inactive. The ID of my daughter is prescribed for registration.. can you help me..?
