Lawyer who can deal with cases related to compassionate grounds

I am looking for a lawyer who can deal with cases related to compassionate grounds for my cousin\'s brother named Gurumoorthi. His father served as Head Master in Panchayat Union Elementary School Erumaipatti, Konganapuram, Salem.He expired on 22.09.1998 leaving behind him 1)Tmt Sornammal(wife) 2)Vedavalli (Daughter) 3)Maheswari(Daughter) 4)Karthikeyan(Daughter) 5) Gurumoorthi (Son) as his legal heirs.As a result of the sudden death of his father, the family was struggling without any source of income for the past 22 years. We applied for the job in the District Elementary office in the year 2000 on compassionate ground to Second sister Maheswari (Daughter) once she attained the age of 18. (Na.Ka.No 579/A1/2000) Dated 25.09.2000.The government imposed a ban on new appointments including compassionate grounds from 2001 to 2006 the application was on hold Once the ban was lifted in February 2006 We waited for 3 years but it was not considered for the process.My Brother also attained the age of 19 in the year 2009 so to take care of the family we have raised the application on compassionate grounds on 19.05.2009 (Na.Ka.No 1763/b2/08) on his name. During this process, the Education department rejects the application by stating that he was under the paternal control of my Junior uncle on 09.05.2013 (Pro.Na.Ka.No 1502/A1/2011) dated on 09.05.2013.The decision made by my Educational department was wrong after his father passed away. There was no one to support the family and our Livelihood. We tried giving a petition to government officials but it was not taken into account and we are in the financial struggle to run the case from 2013 to 2017 as we don\'t have any source of income.Then we raised a petition in 2018 in the high court of madras (case details and judgment copy attached ) but it was rejected on basis of delay in applying the petition 2019 but the lawyer who handled the case informed us only at the end of last year. Now we have no clue how to process further. We need your legal advice and suggestion to get the job on the basis of compassionate grounds asap. Please reply to me with your details.
