January 4, 2024: In a pioneering study, Avtar Group’s Top Cities for Women in India (TCWI) 2023 has unveiled Chennai as the premier city for women in India. Beyond being a mere acknowledgment, the study delves into inclusivity and the favorable working environment for women. This revelation is not isolated, as Tamil Nadu cities dominate both million-plus and less-than-a-million population categories. The evaluation, employing the innovative City Inclusion Score (CIS), combines three crucial pillars. As Chennai secures its top spot, disparities on a national scale become apparent. Even as Delhi makes its debut in the top 10, challenges persist. In a groundbreaking revelation, Chennai has emerged as the top city for women in India. Moreover, it boasts inclusivity and a conducive environment for working women, according to the findings of Avtar Group’s Top Cities for Women in India (TCWI) 2023.

Tamil Nadu Cities Shine Bright for Best City for Women

The study, which delved into diversity, equity, and inclusivity, placed the capital city of Tamil Nadu at the pinnacle of cities with a population exceeding a million. Tamil Nadu cities dominated both categories covered by the study. Similarly, with Chennai leading the million-plus population group and Tiruchirappalli securing the top spot in the less than a million-population category. Furthermore, the southern state also shone with a total of seven cities, including Coimbatore, Tiruchirappalli, Vellore, Salem, Erode, and Tirupur, featuring prominently in the rankings.

Evaluation Criteria – A Comprehensive Approach

The evaluation of cities was based on the innovative City Inclusion Score (CIS), a composite score incorporating three pillars: Social Inclusion Score (SIS), Industrial Inclusion Score (IIS), and Citizen Experience Score (CES). In addition to the SIS, encompassing factors like safety, employment rates for women, and quality of life, Chennai not only secured its position as the top city for women but also maintained its SIS rank at the forefront. Nonetheless, the IIS rate slipped by one position, landing it in second place after Bengaluru.

National Disparities Highlighted

Remarkably, the national CIS average stood at 21.59. Consequently, it was significantly lower than Chennai’s impressive score of 48.42. This stark contrast underscores the limited conducive environments for women in various pockets of the country.

Delhi’s Noteworthy Ascent

Delhi, notorious for crimes against women, made a noteworthy debut in the top 10 cities. Despite this ascent, the SIS rank for Delhi saw a decline. In contrast, slipping eight positions to 27th place, signaling challenges in the external social environment for women.

Insights from Avtar’s Founder-President

Dr. Saundarya Rajesh, Founder-President of Avtar Group, highlighted the key attributes defining inclusive cities for women. Vibrant employment opportunities, quality of life, educational and healthcare facilities, and a robust transportation network were among them. She emphasized that Avtar’s annual index serves as a clarion call to action. In addition to creating equitable pathways for increasing women’s workforce participation in India, this data-driven and evidence-based understanding of the ethos of Indian cities towards women’s inclusion will help in making our country a developed nation by 2027 – as envisioned by our Honorable Prime Minister. In-depth Study Methodology

As part of the TCWI 2023 study, an open survey engaged nearly 1100 women across 53 cities from July 2023 to December 2023. Moreover, focus group discussions were held in 16 different cities, where 112 women shared their lived experiences of Best City for Women. Consequently, this provided valuable insights into the state of women’s inclusivity across the nation. Ultimately, the study serves as a comprehensive guide for policymakers, businesses, and communities aiming to create more inclusive environments for women.
